Healthy Homes Insulation Standard The Healthy Homes Insulation Standard requires all rental properties to have ceiling insulation with a minimum R-value of R 2.9 (or R 3.3 in climate zones 3 and above — Canterbury, Otago, Southland) and underfloor insulation with a minimum R-value of R 1.3, measured in accordance with NZS 4246:2016. Look up the insulation product's R-value from the manufacturer datasheet. Multiply by thickness if needed (e.g. R 1.8 per 100mm).

Compare to threshold
If ceiling R is below 2.9 (zones 1-2) or 3.3 (zones 3-6), or underfloor R is below 1.3, the property fails the Insulation Standard.
