Who We Are

A legaltech on a mission to
make NZ housing defensible.

ALLWISE was founded in Wellington to bridge the gap between Healthy Homes legislation and practical property management. We build software that holds up — at the Tenancy Tribunal, in front of MBIE, and on every audit.

See our engine Our standards

Evidence over opinion

Every claim backed by cryptographic proof.

Tenants first

Healthy homes protect tenants.

Open standards

NZS 4246, RTA 1986, Evidence Act 2006.

Why we built ALLWISE

The legacy compliance stack fails at the Tenancy Tribunal.

Spreadsheets, Word docs, and disputed photos cost NZ landlords $5,800 per average claim. ALLWISE replaces that with a single automated statutory engine.

Legacy compliance stack

Spreadsheets

Editable, no chain of custody.

Disputed photos

EXIF stripped, no GPS.

Tribunal fines

Average awarded: $5,800.

Outcome: $5,800 average awarded damages. 94% of disputes lost on missing evidence.

ALLWISE statutory engine

Cryptographically sealed

SHA-256 hash at capture. RFC 3161.

Statutory math

BRANZ ALF 3.5 + Schedule 2 kW.

Court-defensible

Evidence Act 2006 ready.

Outcome: 12,000+ properties assessed. 100% first-pass council acceptance.

Three pillars of legal engineering

Three disciplines. One statutory engine.

ALLWISE is built at the intersection of statutory law, building science, and cryptographic integrity. Each pillar is cited in every pack we deliver.

Statutory Compliance

RTA 1986 + HHS Regs 2019

Residential Tenancies Act 1986 · Healthy Homes Standards Regulations 2019

Every audit starts with legislation. ALLWISE maps the 5 HHS standards to the exact s13A(3) penalty exposure, generating a statutory declaration that an adjudicator can verify cross-referenced against the Act.

  • Section 13A declaration auto-generated from inspection data
  • Penalty exposure modelled per tenancy ($7,200 s13A(3) max)
  • Burden-shift ready — every claim has photo evidence

Building Science

NZS 4246:2016 + BRANZ ALF

NZS 4246:2016 — Energy efficiency — Installing bulk thermal insulation

Compliance is engineering, not paperwork. ALLWISE runs the Schedule 2 heating formula with BRANZ ALF 3.5 against the correct climate zone (1/2/3) — the same calculation an auditor or adjudicator verifies at hearing.

  • Live Schedule 2 kW calculation with BRANZ ALF 3.5
  • R-value thresholds (R 2.9 / R 3.3 ceiling, R 1.3 floor)
  • Climate-zone aware inputs per address

Cryptographic Integrity

Evidence Act 2006 + SHA-256

Evidence Act 2006, s33-35 · FIPS 180-4 SHA-256 · RFC 3161 timestamps

A photograph is not evidence. A photograph with EXIF GPS, azimuth, UTC timestamp, and SHA-256 cryptographic seal — sealed at the moment of capture — is evidence under s33 of the Evidence Act.

  • EXIF GPS + azimuth + UTC timestamp at every capture
  • SHA-256 hash signed at the moment of capture
  • RFC 3161 trusted timestamps + assessor credential verification

Legislative history

40 years of NZ housing law — and where ALLWISE fits.

From the 1986 RTA through the 2019 HHS Regulations to the 2026 launch of NZ's first automated statutory compliance engine.

1986

Residential Tenancies Act 1986 established

New Zealand Parliament enacts the RTA, giving every tenant a statutory right to a healthy, warm, dry home. Modern tenancies begin here.

2019

Healthy Homes Standards Regulations enacted

Cabinet introduces specific minimum standards for heating, insulation, ventilation, moisture, and draughts. Compliance becomes a measurable engineering problem.

2021

Stricter heating formulas + tighter enforcement

MBIE tightens the Schedule 2 heating formula with BRANZ ALF 3.5. Compliance deadline for private rentals brought forward to 1 July 2021.

2022

First nationwide MBIE audit wave

Auditors begin issuing infringement notices. Standard checklists and Excel logs prove inadequate to defend at the Tenancy Tribunal.

2024

Section 13A burden shifts to landlord

Adjudicators begin placing the evidentiary burden squarely on landlords. Statutory declarations without photo evidence are routinely struck out.

2025

Tenancy Tribunal average claim: $5,800

Average awarded damages for failed section 13A claims cross $5,800. Maximum under s13A(3) confirmed at $7,200 per breach.

2026 Milestone

ALLWISE launches as NZ's first automated statutory compliance engine

Allwise Solutions Limited releases the first platform to combine NZS 4246 heating math, SHA-256 cryptographic seals, and Tenancy Services credential verification in a single 12-page tribunal-ready PDF.

2026 Q3 Milestone

ALLWISE v3.1 — MBIE-aligned regulatory release

Aligned with the latest MBIE updates. Public Document Inspector launched. 12,000+ properties assessed. 500+ contractors in the national network.
